Lucas Bersamin Biography

Lucas Purugganan Bersamin is a Filipino lawyer and jurist who presently serves as the Executive Secretary of the Philippines. He was born on October 18, 1949, and holds the position of Executive Secretary. Bersamin was a member of the Supreme Court of the Philippines for a total of ten years, first as an associate justice from 2009 until 2018, and then as the 25th chief justice of the Philippines from 2018 until his retirement in 2019. He served on the court from 2009 to 2019. On April 2, 2009, President Gloria Macapagal Arroyo appointed him to the Supreme Court of the Philippines to serve as an associate justice. He served in the Court of Appeals for a number of years before being elevated to the position of associate justice.

 

As stated by Press Secretary Trixie Cruz-Angeles on September 27, 2022, he served as the chairwoman of the Government Service Insurance System and as a member of its board of trustees from the year 2020 until his nomination as Executive Secretary in the administration of Marcos Jr.

 

 

 

Early Life and Background

Bersamin attended the University of the Philippines for his undergraduate studies and then went on to obtain his law degree from the University of the East College of Law in 1973. He finished the 1973 Bar Examinations with an overall average of 86.3%, which was good enough for ninth position. After that, he was given the position of fellow at the Commonwealth Judicial Education Institute, which is housed at Dalhousie University in Halifax, which is located in the province of Nova Scotia, Canada.

 

Between the years 1974 and 1986, he worked as a lawyer in private practice. In 1986, President Corazon Aquino appointed him to a trial court judge position in Quezon City. Bersamin taught law courses at the University of Santo Tomas Faculty of Civil Law, the University of the East College of Law, and the Ateneo Law School. In 2006, he held the position of special lecturer in the College of Law at the University of Cebu. He still gives presentations for the Philippine Judicial Academy.

 

Bersamin was promoted to the Court of Appeals in the year 2003 by President Gloria Macapagal Arroyo. Bersamin was promoted by Arroyo to the position of associate justice of the Supreme Court of the Philippines in April 2009 through a midnight appointment. This occurred just a few months before Arroyo resigned as president of the Philippines in the face of impending charges of corruption that were going to be filed against her.

Bersamin was one of the associate judges that voted in favor of the quo warranto petition against Maria Lourdes Sereno. This vote ultimately resulted in the nomination of Teresita de Castro as the new chief justice of the Philippines, who succeeded Maria Lourdes Sereno in that role. On November 26, 2018, President Rodrigo Duterte announced that he has selected Bersamin to the position of chief justice, succeeding Teresita Leonardo-De Castro in that role.

 

Bersamin was given the position of chairperson of the Government Service Insurance System (GSIS) and a member of the board of trustees for the organization on February 6, 2020. This appointment was made by President Duterte. He will fill out the remaining time on the term of the previous GSIS president, Jesus Clint Aranas, whose term was scheduled to finish on June 30, 2020.

He is the brother of Abra congressman Luis “Chito” P. Bersamin, Jr., who was killed by gunfire during a wedding ceremony, and he is also the brother of Eustaquio P. Bersamin, the governor of Abra.
